1. I am directed by the Secretary of State for War to request that you will lay before the Secretary of State for Foreign Affairs the enclosed copy of a despatch from the Governor of Hong Kong, dated 26th of April last, reporting that Russian Naval Officers have recently sketched the defences of that fortress from the deck of a Russian Torpedo boat destroyer steaming slowly backwards and forwards within the territorial waters of the island.
2. I am further to enclose copies of correspondence which has taken place between this department and the Admiralty on the subject of this report.
2. Mr. Brodrick concurs with the Lords Commissioners of the Admiralty in thinking that although the action of the foreign Officers was legally a breach of the local ordinance of the Colony, the difficulty of enforcing the law in such a case would be great and might cause serious complications.
The Secretary of State for War supports therefore their Lordships' suggestion that the attention of the Russian Government be called to the incident, and trusts that Lord Lansdowne may think fit to move in the matter.

1. I am directed by the Secretary of State for War

the "overnor of Hong Kong; dated 26th of April last, re-
porting that Pussian Haval Officers have recently sketch-
ed the defences of that fortress from the deck of a Tus-
sian Torpedo boat destroyer stouring slowly backwards and
forwards within the torritorial waters of the island.
Jaun further to enclose copies of corresp ndence which has taken place between this department and the Admiralty on
the subject of this report.
2. 'r Proderick concurs with the Lords Commissioners
of the Admiralty in thinking that although the action of
